摘要
构建民航安全信息管理员胜任力模型,对于民航单位安全信息管理员的选拨及评价具有重要意义。采用行为事件法收集胜任特征指标行为表述,并利用工作分析法对其进行验证,邀请专家小组共同对胜任指标进行归类,得到胜任力模型;利用Fuzzy-ANP确定了胜任特征指标的权重,得出了民航单位安全信息管理员胜任力的关键指标。研究表明:民航单位安全信息管理员胜任力模型由业务能力、基本知识、管理能力、职业精神4个维度组成,其中工作经验、信息搜集能力、协调能力、沟通能力、信息整理能力是其关键胜任指标。
It’s important to construct a safety Information administrators’competency model for recruitment,training,assessment and professional development of civil aviation organizations.With the methods of behavioral event,it collected competency indicators behavior expression,and validated by the job analysis.Then it got the competency model by the experts classified.Finally,it determined the competency index weights by Fuzzy-ANP,and got the key indicators of civil aviation safety information administrator competence.This study shows that:the civil aviation safety information administrator’competency model consists of four dimensions which are basic knowledge,professional capacity,management capacity,professionalism.Among these dimensions indicators,work experience,the ability to gather information,coordination skills,communication skills,the ability to organize information have significant impact on working performance of civil aviation safety information administrators.
