摘要
面对全球化竞争和经济转型的双重压力,国家大力推动创新驱动战略。高校科研活动效率的优劣将影响创新源动力的发展,而现有研究中对我国高校科研活动效率动态变化的研究较少。研究运用DEA Malmquist指数和聚类分析,对54所教育部直属高校2009-2014年间的科研活动效率发展趋势和成因进行分析。基于DEA模型计算结果,发现1)科研体系改革的实施使高校科研活动效率发展趋势出现波动,各高校科研体系改革的落实缺乏针对性;2)高校科研体系改革的关键问题是资源配置失衡和自身发展阶段不明确;3)高校科研体系改革需要因地制宜、因时制宜调整方案。
Faced with the dual pressures of global competition and economic restructuring,China vigorously promotes innovation-driven strategy. The efficiency of scientific research in universities plays an important role in the development of innovation source power,and existing researches on this topic are relatively rare. This paper uses the DEA Malmquist index and cluster analysis method to analyze the efficiency of scientific research activities of 54 universities affiliated directly to Ministry of Education. Based on the calculation results of the DEA model,the study shows that: 1) the scientific research system reform caused efficiency fluctuations of university research activities,the implementation of the reform is not in a proper way; 2) the key problem of universities in the reform of scientific research system is the uncertainty of resource allocation and its developmental stages;and 3) the reform of scientific research system in universities needs to be adjusted according to different conditions in terms of locality,time,issue and people concerned.
