探索公平合理的研究型大学科研效率评价——控制环境与随机因素的三阶段DEA模型

摘要 由于大学科研效率在很大程度上受到环境和随机因素的干扰,采用统一的科研效率评价标准对处境极为不同的大学进行评价并不公平。为了控制层级、地区和类型等环境因素以及随机干扰的影响,使用三阶段数据包络分析(DEA)模型,利用2011-2015年部属高校校级面板数据,构建突出科研质量和贡献的指标体系,分别测算了在不控制和控制环境与随机因素情况下大学的科研效率,并进行对比分析。研究发现,环境因素和随机干扰对大学科研效率具有重要影响;在控制环境和随机因素之后,非“985”高校、非东部高校、理工类高校的平均科研效率上升幅度大于平均。未来“双一流”绩效评估中,为了更为公平、公正地评价高校科研绩效,应在评价中充分考虑层级、地区和类型等环境因素的影响。 Since the research efficiency of university is greatly influenced by environmental and random factors,it is unfair to evaluate research efficiency of universities with diverse situations in unified evaluation standards.In order to control the environmental factors such as hierarchy,region and type,and the influence of random factors,a three-stage data envelopment analysis(DEA)model is used to construct an index system that highlights the quality and contribution of scientific research by using the university-level panel data of the universities in 2011-2015.The study found that environmental factors and random disturbances have an important impact on the efficiency of university research.After controlling the environment and random factors,the average research efficiency of non-“985”universities,non-eastern universities,and science and engineering colleges is greater than the average increase.This indicates that in the future“double first-class”performance evaluation,in order to evaluate the scientific research performance of universities more fairly and fairly,the environmental factors such as hierarchy,region and type should be fully considered in the evaluation.
