中国科研及开发机构科研效率分析——基于三阶段DEA模型 被引量:2

摘要 在农业科研提质增效的大背景下,研究并提高涉农科研及开发机构的科研效率意义重大。基于2016年中国31个省级科研及开发机构的投入产出数据,运用三阶段数据包络分析(DEA)模型就省级科研与开发机构投入产出效率展开分析。不同区域人均GDP和不同区域高新技术企业营业收入所表示的环境因素与随机干扰项对于效率的测定具有显著的影响,三阶段DEA模型估计效果显著合理于传统DEA估计。剔除环境变量和随机因素的影响后,综合技术效率、纯技术效率值以及规模效率总体有所提升,松弛变量值、规模报酬情况趋势基本一致,略有波动。中国科研与开发机构科研效率可分为4个区域,根据不同区域的特点,可有侧重地缩小效率松弛空间。最后,根据三阶段DEA分析结论,提出了提高中国科研与开发机构科研效率的对策建议。 Under the background of improving the quality and efficiency of agricultural scientific research,it is of great significance to study and improve the scientific research efficiency of the agricultural scientific research and development institutions in China.Based on the input and output data of research and development institutions which includes 31 provinces in China in 2016,this paper adopted the Three-stage DEA model to analyze the input-output efficiency of scientific research and development institutions.It was showed that the regional per capita GDP,regional high and new technology enterprise operating income represented by environmental factors and random interference had significant effect for the determination of the efficiency,the estimation effect of Three-stage DEA model was significantly better than that of traditional DEA model;after removing the influence of environmental variables and random factors,the comprehensive technical efficiency,pure technical efficiency and scale efficiency were improved as a whole,and the trend of relaxation variable value and scale return was basically same,slightly fluctuating;the research efficiency could be divided into four regions,according to the characteristics of different regions,there was a focus on reducing efficiency and relaxing space.Finally,based on the Three-stage DEA analysis conclusion,some suggestions to improve the efficiency of scientific research and development institutions in China were put forward.
