摘要
为破解传统科研管理唯论文、唯奖项、忽视学科差异等评价思维,推动科研项目管理从重数量、重过程向重质量、重结果转变,重构一套科学、规范的科研项目绩效评价体系尤为重要。以创新质量和贡献为导向,以学科分类为基础,以投入-产出效率分析为主线,构建科研项目绩效评价体系的概念模型;采用德尔菲法识别、赋权、筛选各类科研项目绩效评价指标,形成基础研究和应用基础研究类、技术与产品研发类以及应用示范类3类学科的科研项目绩效评价指标体系。研究结果表明,在科研项目分类绩效评价体系中,科研人员、科研经费和固定资产等作为统一的科研资源投入,科研人员和科研经费重要度较高,是开展科研活动必不可少的资源投入;基础研究和应用基础研究类项目的科研效益产出注重科研成果质量,经济-社会效益产出则强调人才培养的数量和质量;技术与产品研发类项目更加注重成果转化,专利授权率是测量科研成果质量的重要指标;应用示范类项目重点评价科研成果的规模化应用和技术推广情况,专利授权率和技术转让合同金额等是主要的科研产出指标。研究结果引导科研项目绩效评价关注创新质量和贡献,强调各类学科绩效的目标差异和成果特色,拓宽了科研项目绩效评价的外沿,精准响应了国家科研管理改革要求,对于完善科研管理体系、创新科研管理模式、优化科研管理水平具有实践指导意义。
In order to break the barriers of traditional performance management of scientific research projects,such as only papers,only awards and ignoring subject differences,and promote the transformation of scientific research project management from focusing on quantity and process to focusing on quality and results,it is very important to reconstruct a set of scientific and standard performance evaluation system of scientific research projects.First of all,this study is guided by innovation quality and contribution,based on subject classification and the main line of input-output efficiency analysis,to construct a conceptual model of the performance evaluation system for scientific research projects.Besides,this study uses literature review and the Delphi method to identify,empower,and screen various scientific research project performance evaluation indicators,and finally forms the performance evaluation index system of scientific research projects in three disciplines:basic research and applied basic research,technology and product R&D and application demonstration.The results for this study are as follows:(1)In the classification performance evaluation system of scientific research projects,scientific research researchers,scientific research funds,fixed assets and so on are the classified scientific research resources input.Among them,scientific researchers and scientific research funds are of high importance,and they are essential resource inputs for carrying out scientific research activities;(2)The scientific research benefit output of basic research and applied basic research projects pay attention to the quality of scientific research results.And the economic-social benefit output emphasizes the quantity and quality of talent training;(3)Technology and product development projects pay more attention to the transformation of achievements.And the patent authorization rate is an important indicator to measure the quality of scientific research achievements;(4)Large-scale application and technology popularization
