摘要
以我国30个省市的面板数据为研究对象,采用DEA模型对2009~2016年基础研究投入效率进行测算和分解,并运用Tobit模型从经济、人力、地区、社会、贸易、财政结构等角度分析其影响因素。研究结果表明,我国基础研究投入效率与技术变化的年平均下降速度均为4%,具有一定的提升空间,综合效率指数年平均提升1%。从具体影响因素来看,人口密度、贸易开放度呈正相关关系;财政支出结构表现出负相关;社会信息化水平影响程度不大,但仍显示出负相关;城镇化率、受教育年限和人均GDP未通过显著性检验,相关性不明显。
The paper is based on the panel data of 30 provinces,autonomous regions and municipalities in China from the year of 2009 to 2016.Then,it uses DEA model to evaluate the efficiency of basic research,and applies Tobit model to analyze some factors influencing the performance from aspects of economy,human resources,region,society,trade and financial expenditure structure.The results show that the annual average decline rate of China’s basic research investment efficiency and technical efficiency is 4%,with a certain room for improvement.From the perspective of specific factors,the population density and trade openness have positive correlation with the efficiency of basic research.The structure of fiscal expenditure shows negative correlation.The influence of social informatization level is not obvious,but it still shows a negative correlation.Urbanization rate,education years and per capita GDP are not significance test,and the correlation was not obvious.
