摘要
监测各地区基础研究绩效的动态变化以及评估各地区的发展潜力,是中国基础研究创新体系构建亟待解决的问题。本文构建三个指标,即基础研究创新绩效值、参考指数、当前指数,通过二次相对评价法刻画与评估“十一五”至“十三五”期间各地区基础研究创新能力及未来发展潜力,并考察相关政策对各地区的影响。结果表明:第一,北京、广东、上海、江苏等地区自身创新绩效较高,发展速度较快,对其进行资源配置,其创新能力将达到国际领先地位,应努力将其打造成为“科学高地”;第二,四川、山东、浙江、湖北等地区具有较好的创新基础,发展潜力巨大,如政策引导到位,将是基础研究创新的“后备力量”;第三,根据三个“五年规划”的发展布局,中国已经形成东部引领、中部差异化追赶、西部地区特色发展的原始创新版图。
It is an urgent problem to monitor the dynamic change of basic research performance and evaluate the development potential of each region in the construction of basic research innovation system in China.This paper constructs three indicators named as basic research innovation performance value,reference index,and current index,and evaluates the basic research innovation capacity and future development potential of each region from the period of“11th Five-Year Plan”to“13th Five-Year Plan”through the quadratic relative evaluation method,and examines the impact of China's relevant policies on each region.The results showed the followings.Firstly,Beijing,Guangdong,Shanghai,Jiangsu and other regions have high innovation performance and fast development,and if resources are allocated to them,their innovation capacity will reach international leading position,and they should strive to make them“scientific highlands”.Secondly,Sichuan,Shandong,Zhejiang,Hubei and other regions have a good innovation foundation and great development potential.If policy guidance is in place,they will be the“reserve force”for basic research innovation in China.Thirdly,according to the development layout of China's three“Five-Year Plan”,China has formed an original innovation map with the east leading,the central part catching up differently,and the western part developing with characteristics.
