摘要
干部激励机制在行政管理中具有重要意义,对于提高干部的积极性、创造力和工作效率至关重要。本研究通过对深圳干部的问卷调查数据和访谈资料进行分析,探讨干部激励机制的现状、问题和改进方向。在公共服务动机理论的指导下,基于干部“公共理性人”的前提,研究发现新时代干部的激励体系中,薪酬处于城市中等水平、工作满意度和职业效能感都处于较高水平,内在的“公共性成就感”较强。但是,干部的激励机制也存在组织局限性,干部压力感明显。作为超大城市,深圳干部对于个人成长的激励需求突出。重视和支持干部的成长发展,建立容错机制和晋升激励机制,强化生活保障和心理调适,是提高干部激励有效性的重要举措。
The cadre incentive mechanism is of great significance in administrative management.It is crucial to improving the enthusiasm,creativity and work efficiency of cadres,and affects the modernization level of urban governance.This study analyzes the questionnaire data and interview data of cadres in megacity Shenzhen to explore the current situation,problems and improvement directions of the cadre incentive mechanism,and make up for the shortcomings of related research on the lack of targeting of the cadres in megacity as a segmented group.Under the guidance of the public service motivation theory and based on the premise that cadres are“public rational people”,an analysis of the cadre incentive mechanism found that in the incentive system of cadres in the new era,the salary is at the middle level of the city,and job satisfaction and professional efficacy are both at a relatively high level.However,the incentive mechanism for cadres also has organizational limitations,and cadres feel obvious pressure.Cadres in Shenzhen have a prominent need for incentives for personal growth.Paying attention to and supporting the growth and development of cadres,establishing fault tolerance mechanisms and promotion incentive mechanisms,and strengthening life security and psychological adjustment are important measures to improve the effectiveness of cadre incentives.
