摘要
基层民众参与应急管理的行为具有较强的被动服从色彩,参与积极性与主动性不足,应急力量发挥有限,而构建政府与民众合作应急模式,提供了解决这一问题的方案。本文借助开放政府理论,构建了政府与民众合作应急模式的理论分析框架,包括数据信息处理、权利保障、激励机制、协商决策机制、执行反馈机制五个方面。基于该分析框架对相关案例分析发现,政府与民众合作应急模式的构建存在信息传递去中心化、民众法制化应急权利保障不足、正负激励失衡、民众弱组织化等问题。对此,本文提出了建设数字化应急信息管理平台、保障民众法制化应急权利、健全正负激励动态平衡机制、完善政府与民众协商决策机制、构建合作式应急决策执行机制的建议。
Grassroots people’s participation in emergency management has a strong color of passive obedience,lack of participation enthusiasm and initiative,and limited play of emergency forces.However,the construction of government-public cooperation emergency mode provides a solution to this problem.With the help of the open government theory,this paper constructs the theoretical analysis framework of the government and the public cooperation emergency mode,including data information processing,rights protection,incentive mechanism,consultative decision-making mechanism,implementation feedback mechanism.Based on the analysis of relevant cases,it is found that there are some problems in the construction of government-public cooperation emergency mode,such as decentralization of information transmission,insufficient protection of people’s emergency rights under legal system,imbalance of positive and negative incentives,and weak organization of people.In this regard,this paper puts forward some suggestions,such as building a digital emergency information management platform,protecting the people’s right to legalize emergency response,perfecting the dynamic balance mechanism of positive and negative incentives,perfecting the decision-making mechanism of consultation between the government and the people,and constructing the cooperative emergency decision-making implementation mechanism.
