摘要
教育现代化监测评估体系的构建是检验教育现代化程度、推进教育强国建设的重要抓手,对于完善教育现代化监测评估功能、健全教育现代化监测评估制度、丰富大国教育现代化治理理论具有重大现实意义。在新的历史时期,教育高质量发展的要求、区域教育现代化监测的实践问题、监测技术的创新等对教育现代化监测评估提出了内涵升级、体系创新、工具与方法技术革新等诸多新挑战。为了适应教育强国建设的新需求,促进教育现代化监测功能的完善,提高监测评估实效,未来教育现代化监测评估体系的构建需要重点关注现代教育体系建设、学生全面发展、学校教育发展、教育治理现代化、教育贡献度、国际影响力等指标,着力建立全国及区域性教育现代化动态监测评估系统、开发监测评估模型、重点支持教育现代化监测评估中数字技术和智能技术的应用研究、建立教育现代化监测评估预警预报与成果应用机制。
The construction of monitoring and assessment system for education modernization is an important starting point to test the degree of education modernization and promote the construction of a powerful country in education.It is of great practical significance for improving the function of education modernization monitoring and assessment,improving the education modernization monitoring and assessment system,and enriching the theory of education modernization governance of a big country.In the new historical period,the requirements of high-quality development of education,the practical problems of regional education modernization monitoring,and the innovation of monitoring technology have posed many new challenges to the monitoring and assessment of education modernization,such as upgrading the connotation,system innovation,and technical innovation of tools and methods.In order to adapt to the new needs of the construction of a powerful country in educational,promote the improvement of the monitoring function of educational modernization,and improve the effectiveness of assessment and evaluation,the construction of the future education modernization monitoring and assessment system needs to focus on indicators such as the construction of modern education system,comprehensive development of students,development of school education,modernization of education governance,contribution of education,international influence.In addition,it must focus on the establishment of national and regional education modernization dynamic monitoring and assessment systems,the development of monitoring and assessment models,and key support for the applied research of digital and intelligent technologies in modernization monitoring and assessment,establishment of a mechanism for early warning and forecasting and application of the results of modernized education monitoring and evaluation.
