摘要
动力电池的回收再利用不仅能够节约资源和保护环境,而且对新能源汽车的可持续发展具有积极影响。理清动力电池回收产业利益相关者的结构关系是进行回收系统协调和治理的核心。基于演化博弈理论,构建政府、回收商和消费者参与动力电池回收的模型,研究各利益主体在不同情境下的决策过程和稳定策略,并分析影响其决策行为的主要因素。结果表明:参与者初始选择策略的概率会影响系统最终稳定结果,消费者的积极参与对系统达到理想稳定状态是有利的,而回收商策略选择的概率对系统影响最大;政府的行政处罚措施对促进回收商的合规回收是有效的,但相较于激励补贴措施具有滞后性;对回收商和消费者的补贴均具有正向效果,但应控制在合理范围内,且现阶段应把有限的财政补贴侧重于回收商。
Clarifying the structural relationship between stakeholders in power battery recycling industry is the core of recycling system coordination and governance.Based on evolutionary game theory,this paper constructs a model for the government,recyclers and consumers to participate in power battery recycling,studies the decision-making process and stability strategies of various stakeholders in different situations,and analyzes the main factors affecting their decisionmaking behavior.The results show that the probability of participants’initial choice of strategy will affect the final stability result of the system.The active participation of consumers is beneficial to the ideal stable state of the system,and the probability of recycler’s strategy choice has the greatest impact on the system;The government’s administrative punishment measures are effective in promoting the compliance recovery of recyclers,but they lag behind the incentive and subsidy measures;Subsidies to recyclers and consumers have positive effects,but they should be controlled within a reasonable range,and limited financial subsidies should focus on recyclers at this stage.
