摘要
为探讨生产者责任延伸制(EPR)下废旧电器电子产品(WEEE)回收相关主体参与策略选择问题,构建WEEE回收产业链中“生产商—回收处理商—消费者”三方演化博弈模型,分析了系统稳定策略及条件,探究了相关因素对各主体行为策略的影响。结果表明:通过合理的价值让渡和责任分担,系统可以达到稳定的理想均衡,实现各方共赢。随着非正规处理收益分配比例增加、积极参与EPR后环保商誉提升、WEEE预估残值降低以及使用基金缴纳额增加,各方达到理想均衡状态的概率增加,有利于EPR推行。但若仅将回收处理商是否正规回收处理WEEE作为生产商能否享受基金减免政策的评判标准,则该政策难以调动生产商积极参与EPR的主动性。
In order to discuss the participation strategy selection of stakeholders in waste electrical and electronic equipment(WEEE)recycling under extended producer responsibility(EPR),this paper establishes a tripartite evolutionary game model of"producer-recycler-consumer".It analyzes stable strategies of the system and their conditions and explores the influence of related factors on behavior strategy of each stakeholder.Result shows that the system can reach a stable ideal equilibrium and achieve win-win through reasonable value transfer and responsibility sharing.With the increase of income distribution ratio of informal treatment,the promotion of environmental goodwill after active participation in EPR,the decrease of WEEE estimated residual value and the increase of payment of use fund,the probability of each party reaching the ideal equilibrium state increases,which is conducive to the implementation of EPR.However,it is difficult for the policy to mobilize the initiative of producers to actively participate in EPR,if the government only takes formal recycling of recycler as the criteria to judge manufacturers can enjoy the relief fund.
