摘要
推动产教深度融合是促进职业教育高质量发展的迫切要求,是加快建设技能型社会和深入推进创新驱动战略、人才强国战略的重要举措。在全球新一轮科技革命和产业变革不断催生新产业新职业新业态,开放的“双循环”新发展格局迫切需求经济发展新动能,党和政府高度重视并持续推动产教深度融合,当前职业教育产教融合存在主体认识不统一、有效支持机制不完善等发展短板等多重背景下,新时期职业教育产教深度融合在领域延伸、对接需求、搭建平台、优化模式、人才培养、制度突破、资源配置、科研引领、企业主体作用发挥和发展利益共同体建设等方面被赋予新意涵,要在要素、结构、功能、系统层维实现耦合,有序建立激发、合成和保障三阶段动力机制。发展路径主要有:强化思想引领、做好科学谋划,为产教深度融合定向布局;加大制度供给、完善体制机制,为产教深度融合保驾护航;增强统筹协同、满足多方需求,为产教深度融合赋能聚力;坚持内涵发展、突显特色优势,为产教深度融合强基固本;加强科学研究、加快成果转化,为产教深度融合增智添力。
Promoting deep industry-education integration is an urgent requirement to promote the high-quality development of vocational education, and an important measure to speed up the construction of a skill-based society and further promote the strategy of innovation-driven and talent-strong country. Under the background that a new round of technological revolution and industrial revolution continuously create new industry professional works, open binary new development pattern urgently needs new momentum of economic development, the party and the government attached great importance to and continue to promote the deep production-education integration, the industry-education integration of vocational education confronts with the following problems: the subject awareness is not unified and effective support mechanism is imperfect, the meaning of docking requirements, building platform, optimization model,the system of talents cultivation, break through, leading enterprises should be enriched. It is necessary to establish a three-stage dynamic mechanism of excitation, synthesis and guarantee in an orderly manner. The development paths mainly include: strengthening ideological guidance, making scientific planning, and directional layout for the in-depth integration of industry and education;increasing institutional supply, improving institutional mechanisms, and escorting the in-depth integration of industry and education;enhancing overall planning and coordination to meet the needs of various parties;empowering and gathering strength, adhering to the connotation development,highlighting characteristics and advantages to strengthen the foundation for the deep integration of industry and education;strengthening scientific research, accelerating the transformation of achievements, adding wisdom and strength for the deep integration of industry and education.
