摘要
英国自1994年开始并持续关注中小学教师工作负担,2019年监测结果显示中小学教师减负取得显著成效。英国中小学教师减负经历了初步探索、持续关注和集中攻关三个关键阶段,采取持续定期监测、集中攻关重点、减负增效并重、借力技术全面赋能等重要举措。最新监测结果显示,英国实现减负增效的双重目标,中小学教师总体工作时间、非教学工作时间均显著降低,教师有更多时间和精力投入教育教学核心任务上来,且学生学业评价成绩稳中有升。英国中小学教师减负工作给予我国的启示为:战略布局和具体推进策略并重,加强政府、专业机构和社会多方力量协同,专项研究和试点推动集中攻破,以及借力最新信息技术等。
Since 1994,the UK has been paying close attention to the workload of primary and secondary school teachers.In 2019,the monitoring results showed remarkable achievements in reducing it.The work went through three stages:initial exploration,continuous attention and penetrating hard targets.Measures taken include:continuous periodic monitoring,penetrating hard major targets,equal emphasis on workload reduction and efficiency improvement,and comprehensive empowerment through technology.The latest monitoring results show that the UK has achieved the dual goals of reducing workload and improving efficiency.Both the overall working hours and the non⁃teaching working hours of primary and secondary school teachers have been significantly reduced.Teachers have more time and energy to devote to the core tasks of education and teaching,and students’academic evaluation performance has steadily increased.China could learn from the UK from the following aspects:paying equal attention to strategic planning and specific approaches,strengthening the coordination among the government,professionals and social forces,penetrating hard targets via special research and pilot projects,and leveraging the latest information technology.
