摘要
普及化时代的高等教育,高校分类已然成为构建高等教育高质量发展体系的关键一环,基于中国通过政策性机制以达成高校分类管理目标的现实国情,审视《国家中长期教育改革和发展规划纲要(2010-2020年)》实施十年,发现高校分类管理政策经历了对该纲要的对接、落实、再创新三个阶段,该项政策在纵向、横向的政府机构间传播,实现了空间维度的政策扩散。政策的旨归在于引导高校特色办学,重点则是分类评价高校。在政策演变的过程中,受到政策制定者的行动逻辑、政策领域制度的叠加逻辑、政策外部环境的适应逻辑的多重作用。未来高校分类管理政策的优化路径有三:理清政策参与者的角色定位,发挥有效市场的作用,调动主体的改革积极性;打造整体联动式的“央、地、校”关系网络,提高政策的治理协同度;推进政策绩效评价中统一性与差异性的结合,增强政策的环境适应性。
In the era of universal higher education,university classification has become a key part in building a high-quality development system of higher education.Based on the reality of relying policy mechanism to achieve university classification management objectives and by examining the ten-year implementation of National Outline for Middle and Long Term Education Reform and Development(2010-2020),we found that classified management policy of colleges and universities have gone through the three stages of matching,implementation and re-innovation with the Outline.The policy circulated among longitudinal and horizontal government agencies,realizing the spatial dimension of policy diffusion.The purpose of the policy is to guide colleges and universities to run schools with their characteristics,and the focus is to evaluate colleges and universities in a classified way.In the process of policy evolution,it is influenced by the action logic of policy makers,the superposition logic of the system in the policy field,and the adaptation logic of the policy external environment.There are three optimization paths of classified management policy in the future:clarify the role of policy participants,play the role of effective market,stimulate the reform enthusiasm of the main body,create the integrated"central-local-school"linkage network,improve the coordination of policy governance;promote the combination of unity and difference in policy performance evaluation,and enhance the environmental adaptability of policy.
