摘要
对既有的政策文本进行量化分析是了解相关政策发展态势及演进脉络的有效方法,同时也是检验相关政策科学性及有效性的重要途径。运用内容分析、社会网络分析等研究方法,对我国中央政府层面1994—2021年间颁布的266条网络安全政策文本进行量化分析,构建了包含政策外部结构—政策语义特征—政策演进脉络的三维分析框架,并进一步对网络安全政策的主题内容与演进理路进行深入分析。研究认为,持续推进网络安全政策的顶层设计、促进多元主体参与提升政策科学化以及关注由新技术带来的网络安全问题是我国网络安全政策的演进动力与未来进路。
Quantitative analysis of existing policy texts is an effective method to understand the development trend and evolution of relevant policies,and is also an important way to test the scientificity and effectiveness of relevant policies.Using research methods such as content analysis and social network analysis,266 cybersecurity policy texts promulgated by the central government in my country from 1994 to 2021 were quantitatively analyzed,and a threedimensional analysis framework including policy external structure-policy semantic featurespolicy evolution context was constructed.,and further conduct an in-depth analysis of the subject content and evolution of the network security policy.The research believes that continuing to promote the top-level design of network security policies,promoting the participation of multiple subjects to improve the scientific policy,and paying attention to network security issues brought about by new technologies are the evolutionary driving force and future approach of my country’s network security policies.
