摘要
在对中国1995—2017年的239份企业技术创新政策原文进行定性分析的基础上,将其划分为4个阶段。运用扎根理论提取各个阶段的关键词,引入TF-IDF加权技术和政策效力等级,分别为各个阶段的关键词和政策文本加权,借鉴余弦相似度的概念构建各阶段关键词加权共词矩阵。通过对各阶段加权共词网络的小团体分析,梳理了整体政策演进过程,分析出了6条规律,并依此针对政府和企业分别提出了相应的政策建议。
Based on the qualitative analysis of 239 enterprises' technological innovation policies in China from 1995 to 2017, this paper divides them into four stages. According to the grounded theory, the key words of each stage are extracted, and the TF-IDF weighted technology and policy effectiveness level are introduced to weight the key words and policy texts of each stage, learn from the concept of Cosine similarity to build the words weighted co-word matrix of each stage. According to the small group analysis of the weighted co-word network of each stage, the process of the overall policy evolution is presented, four laws are analyzed, and corresponding suggestions are proposed for government and enterprises according to the deficiencies presented by the law
