摘要
[目的/意义]风险社会环境下,突发公共卫生事件的应急管理日益趋于复杂化,传统的应急管理方式亟待改善和加强。本文将智库理论方法应用在应急管理过程中,提升应急管理能力。[方法/过程]本文基于智库研究双螺旋结构中的MIPS逻辑层次法,构建了突发公共卫生事件应急管理的逻辑分析框架,以新冠肺炎疫情防控为例,通过机理分析、影响分析和政策分析,提出应对突发公共卫生事件的政策建议。[结果/结论]结果表明,应从突发公共卫生事件的发生、发展机理出发,制定符合实际情况的应对政策。同时,关注疫情对经济的影响,及时出台相应的防控政策,避免政策缺位情况的发生,重点关注突发公共卫生事件应对中应急物资的供给。注重吸引民间力量参与突发公共卫生事件的应急救援和恢复,以满足公众的参与感。
[Purpose/significance]Emergency management of public health emergencies in a risky social environment is becoming more and more complicated,and traditional emergency management methods need to be improved and strengthened urgently.This paper applies think tank theory and methods in the emergency management process to improve emergency management capabilities.[Method/process]This paper constructs a logical analysis framework for the emergency management of public health emergencies based on the MIPS logics layer method in the double helix structure of think tank research.Taking the prevention and control of the COVID-19 as an example,through mechanism analysis,impact analysis,and policy analysis,the paper puts forward some policy recommendations for the public health emergencies.[Result/conclusion]The results show that,starting from the occurrence and development mechanism of public health emergencies,it is necessary to formulate response policies that meet the actual conditions.At the same time,we should pay attention to the impact of the epidemic on the economy,promptly introduce corresponding prevention and control policies to avoid the occurrence of policy“absence”,and pay special attention to the supply of emergency supplies in response to public health emergencies.It is good to pay attention to attracting private forces to participate in emergency rescue and recovery of public health emergencies,and satisfy the public’s sense of participation.
