摘要
现代公共危机管理的发展趋势是逐渐走向多元主体参与的协同治理。随着大数据、云计算、5G等数字技术的快速迭代和广泛应用,面对新冠肺炎疫情的突袭,政府、市场、社会等多元主体通过数字赋能形成了各归其位、信息共享、资源融合的危机协同治理机制。一方面,各主体在信息共享平台、协同调度机制、公共服务供给等方面相互合作,达成了数字化协同治理的实效;另一方面,数字技术的创新发展加速了政府管理和社会治理的转型,也对危机协同治理提出了挑战。基于此,在后疫情时代应该建立与数字技术兼容相匹配的危机协同治理模式,在健全危机协同治理的权责体系、实行技术与制度联动机制、拓宽基层治理共同体等方面加以实践,以更好地实现国家治理现代化。
The development trend of modern public crisis management is to gradually move towards synergy governance with the participation of multiple subjects.With the rapid iteration and widespread application of big data,cloud computing,5 G and other digital technologies,in the face of the sudden attack of COVID-19,the government,market,society and other multiple subjects construct the mechanism for the synergy governance of public crisis,which form their own positions,share information and integrate resources,through digital empowerment.On the one hand,each subject cooperates with each other in terms of information sharing platform,synergy dispatching mechanism and public service provision,which has achieved the effectiveness of digital synergy governance;On the other hand,the innovative development of digital technology has accelerated the transformation of government management and social governance,which has also posed challenges to the synergy governance of public crisis.For this reason,in the post-epidemic era,it is necessary to establish a model for synergy governance of public crisis that is compatible with digital technology.It should be put into practice in terms of improving the authority system and responsibility for synergy governance of public crisis,implementing a mechanism linking technology and institutions,and broadening the grass-roots governance community,so as to better modernize national governance.
