摘要
基层公共卫生防控能力的高低在很大程度上决定着公共卫生事件处理效率,关系着人民群众的健康程度。该文通过大量阅读文献,结合相关科研实践,分析总结基层公共卫生防控发展前沿,深入了解基层公共卫生防控的难点及重点。基层公共卫生防控能力难点在于如何做到实质性、预判性、超前性和高准确性,除了强有力的国家制度体系以外,在很大程度上与基层公共卫生体系建设、公共卫生医疗环境、设施及资源配置、公共卫生人员能力、素质密切相关。基层公共卫生防控能力的重点是具体执行与落实相关决策部署,科学有效地实施疫情防控,直至完全控制并取得胜利。着重从加强疾病预防控制体系现代化建设;改善医院环境、设施;提升医院救治能力,健全完善现代化网络;提升工作人员待遇,优化人员配置结构;关注基层公共卫生的需要,引导社会力量有序地参与突发事件防控及援助,积极运用大数据、互联网信息技术,完善管理手段等方面,去进一步提升基层公共卫生防控能力。
