摘要
治理理论已经是社会科学领域广泛运用、有广泛影响的理论视角。本文从本体论、认知论和方法论角度分析了治理理论的哲学基础,论证其为一种调适的新自由主义理论。进而分析了治理理论的理论假设、核心问题和治理的行为体、单位及类型等,并探讨了治理理论的新发展——整体性治理及其科学哲学基础,和在义务教育领域中的运用。
The ＂governance theory＂ is one of the newest perspectives in the social sciences, with significant influence. Based on the analysis of ontological, epistemological and methodological claims, a modified Neoliberalism theory is showed. According to core questions, governance theory presents the following suggestions and resolutions, that is, through the objective of transnational ac- tors, through multilevel governance structures and processes, and through the related steering mechanisms, to provide common goods with cooperation and interdependence. Both the formal and informal rule systems consist of the ＂sphere of authority＂ （SOA）. In this paper, the latest governance theory-holistic governance-and its application is argued.
