摘要
协同治理县域重大突发公共卫生事件是保障人民群众生命健康的重要举措,考验地方政府社会治理能力。当前,县域重大突发公共卫生事件多元主体协同治理机制存在纵向协同部门间权责界定不清、横向部门协同机制不健全、社会参与机制不完善、责任管理和监督问责机制不完善等问题。根据协同治理基本原则,亟待建立和完善协同预警响应机制、资源协同联动机制和善后处置机制,并明确多部门协同的政府主导作用、公共卫生与医疗服务的协同作用、市场和社会组织的补充作用等路径,提出强化人才队伍建设工作、完善协同监测预警与响应体系和社会组织支撑服务体系等策略。
Collaborative governance of major public health emergencies at county level is an important measure to protect people’s health,which tests the social governance ability of local governments.There are some problems in the multi-subject collaborative governance mechanism of major public health emergencies at county level,such as unclear definition of rights and responsibility among vertical collaborative departments,imperfect coordination mechanism among horizontal departments,imperfect social participation mechanism,and imperfect responsibility management and supervision and accountability mechanism.According to the basic principles of collaborative governance,it is urgent to establish and improve the collaborative early-warning and response mechanism,the collaborative linkage mechanism of resources and the post-disposal mechanism,and define the leading role of the government in multi-sector collaboration,the synergistic role of public health and medical services,and the complementary role of the market and social organizations.It is suggested to strengthen the construction of talent team,perfect the system of cooperative monitoring,early warning and response system,and improve the support service system of social organizations.
