摘要
推进高校治理现代化是推进国家治理体系和治理能力现代化的重要内容。从制度建设、运行过程、思想理念、治理主体四个维度,剖析高校治理过程中存在的问题:制度建设落后、行政管理盛行、权责界定模糊、学术权力弱化、办学价值迷失、官本思想主导等;进一步探索高校治理现代化的提升路径:一是坚持依法治校,加强章程建设;二是推进行政改革,落实民主治理;三是明确价值追求,肃清高校风气;四是加强主体参与,实现多元共治。
Promoting the modernization of university governance is an important part of promoting the modernization of national governance system and governance ability.From the four dimensions of system construction,operation process,ideology and governance subject,the present paper analyzes the problems existing in the process of university governance,which include backward system construction,prevalent administrative management,fuzzy definition of power and responsibility,weakening of academic power,lost-value of running a school,leading by official-oriented ideology,etc.It further explores the promotion path of the modernization of university governance:first,university governance adhere to the rule of law,strengthen the constitution construction;second,to promote administrative reform and implement democratic governance;thirdly,clarify the value pursuit and clean up the ethos of universities;fourth,strengthen the participation of the main body to achieve diversified governance.
