摘要
升学与就业指导是民国时期高中生的一项管理制度,其有效地利用校内外各种资源,为高中生搭建了一个立体的或升入大学深造或步入社会就业的综合指导平台。该制度的核心理念在于遵循人是主要教育对象的基本规律。其实施路径在于确保人与信息的自主匹配,即高中的独立人格教育,使升学与就业指导有了最为重要的“主体”基础;大学相对的自主招生考试权,使升学指导具备了不可或缺的“信息”基础;“主体”与“信息”的主动交流,使升学指导实现了人与信息的互动交流功能。其制度设计的核心原则是各负其责的操作平台,即政府层面对升学与就业指导问题的宏观调控,大学层面的自主办学权和对招生考试组织以及信息发布的主动有为,高中层面实施升学与就业指导的改革措施,社会机构或媒体对升学与就业指导的有效协作。对于当代的启示为:高中生升学与就业指导问题的有效解决是一个系统性的综合治理工程,即政府的“顶层设计”、大学的主动有为、高中办学目标的根本改革以及社会机构或相关媒体的有机介入。
The guidance of"further education and employment"is a management system for senior high school students in the Republic of China,which effectively uses various resources inside and outside the school to build a three-dimensional comprehensive guidance platform for senior high school students to enter university for further study or enter social employment.The core idea of the system is to follow the basic law that people are the main object of education.Its implementation path lies in ensuring the independent matching between people and information,that is,the independent personality education in high schools,which makes the most important"subject"foundation for further studies and employment guidance;The relative independent entrance examination right of universities makes the guidance of further studies have an indispensable"information"foundation;The active communication between"subject"and"information"makes the further education guidance realize the interactive communication function between people and information.The core principle of its system design is the operating platform with its own responsibilities,that is,the macro-control of the government level on the issue of further studies and employment guidance,the autonomy of running schools at the university level and the initiative and promising organization of entrance examinations and information release,the reform measures of further studies and employment guidance at the high school level,and the effective collaboration of social institutions or media on further studies and employment guidance.The contemporary enlightenment is that the effective solution to the problem of high school students’further education and employment guidance is a systematic comprehensive management project,that is,the"top-level design"of the government,the initiative of colleges and universities,the fundamental reform of the goals of running high schools,and the organic intervention of social institutions or related media.
