摘要
在文献综述的基础上剖析了我国协调联动机制的现状,分析发现,由于我国的府际结构呈现出相对顺从的纵向关系和相对分割的横向关系的特点,因而我国应急管理的纵向协调联动状况较好,但跨区域以及跨部门的横向协调联动发展不充分。其次,分析了我国应急管理协调联动机制存在的困境,并对甘肃陇南5.12地震中的应急协调联动进行了个案分析。最后,基于公共危机类型、应急管理生命周期和应急管理组织结构三个视角,分析了应急管理协调联动机制的构建策略。
Based on the literature review,this paper analyzed the status quo of multi-agency and co-ordination mechanism in emergency management.The results showed the longitudinal multi-agency and co-ordination situation is in good condition,but the cross-regional and cross-sectoral joint development of horizontal coordination is not sufficient.The main reason is that the vertical relationship of the intergovernmental structure is compliant and horizontal relationship is splitted.Then,the paper analyzed the predicament of multi-agency and co-ordination mechanism in emergency management,and conducted case analysis of the great May Twelfth earthquake in 2008 in southern Gansu province.Finally,the paper established an analysis framework of emergency management from three perspectives including the type of public crisis,emergency management life cycle and the organizational structure of emergency management.
