摘要
一个完善的自然灾害综合协调机制包括基本理论、组织机构和管理框架等三个部分。目前我国已经初步建立了自然灾害综合协调机制,但还存在机构缺乏强制力、信息保障不力、投入不足等问题。因此,需要从减灾救灾综合协调中的信息沟通、技术保障、运作规范入手,构建自然灾害综合协调管理框架,并在法律制定、机构设置、信息保障、资金支持等方面加强跨部门综合协调机制建设。
A completed theory on comprehensive coordinated mechanism of natural disasters includes 3 parts as the basic theory, organizational structure and management framework. A preliminary comprehensive coordinated mechanism of natural disasters has been set up currently in China, but problems like enforcement lacking in institu- tions, ineffective information security, and insufficient input and so on are existed. So legal system construction, organization establishment, information guarantee and financial support should be strengthened to establish the com- prehensive coordinated mechanism of natural disasters from information communication, technical guarantee and standardized operation.
