英国现代学徒制产生的动因、运行机制及发展态势 被引量:3

The Motivation,Operating Mechanism and Development Trend of Modern Apprenticeship in Britain

摘要 英国政府为缓解青年失业率的攀升、满足劳动力市场的迫切需求、回应雇主意识的转变,于1993年启动了“现代学徒制”计划。在施行该计划的28年间,英国政府通过构建政府统筹与雇主主导的治理格局、制定利益主体参与的财政激励制度、打造纵向层级递进与横向证书互认的双流通体系、锻造以学位学徒制为核心的教育资源融通模式以及实施基于能力导向的评估方式,建立起一套“上下贯通,左右融通”的现代学徒制运行机制。纵观改革发展历程,英国现代学徒制呈现出培训质量日益受到重视、招生对象逐渐面向全体社会成员、涉及的行业领域不断扩展的发展态势。 In order to alleviate the rising youth unemployment rate,meet the urgent needs of the labor market,and respond to changes in employers’consciousness,the British government launched the"Modern Apprenticeship"program in 1993.In the 28 years of the implementation of this program,the British government has established a modern apprenticeship operating mechanism of"up-and-down integration,left-right integration"by establishing a governance structure led by the government and employers,formulating a financial incentive system involving stakeholder participation,building a dual circulation system with vertical hierarchical progress and mutual recognition of horizontal certificates,forging a model of educational resource integration centered on the degree apprenticeship system and implementing a capability-oriented evaluation method.Throughout the course of reform and development,the modern British apprenticeship system has shown a development trend in which the quality of training is increasingly valued,the enrollment targets are gradually facing all members of the society,and the industries involved are expanding.
