摘要
英国政府于1993年正式启动现代学徒制改革项目,历经多年改革和发展,其雇主主导的价值理念不断得到彰显。在2010年联合政府上任后,以"开拓者项目"为先导的改革很好地诠释了雇主主导的思想,即政府颁布政策法令明确雇主在现代学徒制中的主导地位;雇主主导学徒制标准与评价标准的制定;在学徒制经费保障体系中,强化雇主的权利、责任和义务等。这从根本上改变了政府、雇主、培训机构三方的关系。借鉴英国现代学徒制改革的经验,我国应完善现代学徒制法律法规,健全有效机制;创新校企合作机制,激发现代学徒制活力;建立统一的人才培养标准与评价体系。
The modern apprenticeship reform project was officially launched by the British government in 1993. During years of reform and development, its employer-led value idea has been constantly manifested. After the appointment of the Coalition Government in 2010, the reform pioneered by Trailblazers Project well interpreted the employer-led value idea: the government enacted laws and policies to clarify the dominant position of employers in the modern apprenticeship;the formulation of employer-led apprenticeship standards and evaluation criteria;and to strengthen employers’ rights, responsibilities and obligations in the funding guarantee system. This reform fundamentally changes the relationship among government, employers and training providers. Drawing on the experience of the reform of modern apprenticeship in Britain, the construction of modern apprenticeship in China should perfect the laws and regulations and improve the effective mechanisms, innovate the school-enterprise cooperation mechanism to stimulate the vitality of modern apprenticeship, and establish a unified talent training standard together with evaluation system.
