摘要
西方行政改革理论源于行政的基础理论及其实践发展中所关注和探讨的一系列主题,包括组织理论、制度分析、管理主义和治理理论。这些理论在应用的过程中,形成了三条相互依赖、互相影响的逻辑线索,表现为“环境-理念”的适配、“组织-制度”的协同,以及“体制-管理”的调适。行政改革的理论逻辑能够为实践提供启示,如探索国家治理视域下优化协同的政府治理结构,构建多元协调的组织制度形式,提升互动合作的韧性治理能力等。
The administrative reform theory of Western countries originates from the basic theory of administration and a series of topics which are concerned and discussed in the development of its practice,including organizational theory,institutional analysis,managerialism and governance theory.In the process of application,these theories form three interdependent and interactional logical clues,which are the adaptation of“environment-idea”,the coordination of“organizations-institutions”and the adjustment of“system-management”.The theoretical logic of administrative reform provides enlightenment for reform practice,it is necessary to explore an optimized and coordinated government governance structure from the perspective of national governance,build a diversified and coordinated organizational system,and enhance the resilient governance capacity of interaction and cooperation.
