摘要
中华人民共和国成立以来,政府职能的研究成果汇聚构成了中国特色的政府职能叙事话语。随着中国特色社会主义进入新时代,从政府职能履行出发来创新中国特色政府职能叙事话语已经成为一项具有战略意义的课题。在政府职能体系逐渐完善和职能范围基本确定的条件下,政府职能叙事从“政府职能定位”转为“政府职能履行”具有现实的必然性。在政府改革的历史进程中寻觅政府职能履行创新的路向可以发现:政府合作履职是我国行政改革中政府职能履行创新的集中体现,是高度复杂的治理生态、服务型政府建设以及信息网络技术发展共同作用促成的结果,对政府合作履职做进一步的理论规划将有助于其达致圆融和更好地发挥应有的治理效能。
Since the founding of People’s Republic of China,the research results of government functions have gathered to form the narrative discourse of government functions with Chinese characteristics.During socialism with Chinese characteristics entering a new era,innovating the narrative discourse of government functions with Chinese characteristics with the theme of the performance of government functions has become a topic of strategic significance.Under the condition that the system of government function is gradually improved and the scope of government function is basically determined,it is inevitable that the core theme of government function narrative is changed from“the orientation of government functions”to“the performance of government functions”.Looking for the direction of innovation in the performance of government functions in the historical process of government reform,we can find that government cooperation is the concentrated embodiment of innovation in the performance of government functions in China’s administrative reform.It is the inevitable result of highly complex ecological governance,the construction of service-oriented government and the development of information network technology.Further theoretical planning for it will help the government to cooperate in performing its duties to achieve harmony and better play its due governance effectiveness.
