摘要
进入21世纪,社会的信息化、全球化、市场化、城市化、多样化、风险化等发展趋势越来越明显,带来了社会的深刻变化。在这种情势下,社会变得越来越复杂。复杂性时代呼唤多元治理。多中心治理、多层级治理、多维度治理的涌现,正在从治理主体制度、治理结构体制和治理功能机制上改变着既有的公共治理模式。改善公共治理,必须做到与时俱进。对多元治理新的发展态势,公共管理者不可不察。
Since the beginning of the 21st century, the development trend of the world becoming increasingly information-based, interconnected, marketized, urbanized, pluralistic and risk-affected has brought about profound social changes. As a result, society gets more and more complex and calls for multi-level governance. There have appeared polycentric, multi-layered and multi-dimensional governances, which have changed the existing public governance mode from the perspectives of governing bodies as well as governance structure, system, functions and mechanisms. Improving public governance entails keeping up with the times. Public governance bodies cannot afford to ignore new trends of multi-level governance.
