摘要
治理是各种个人和机构、公共部门与私营部门管理其共同事务的诸多方式的总和,网络治理是以企业或组织间的制度安排为核心的参与者间的关系安排,复杂适应性系统理论为网络治理提供了可资借鉴的原则与思路。
Governance is the sum of many ways by which individuals and institutions, public and private, manage their common affairs. Network governance is relational arrangements with institutional arrangements among firms (organizations) as the core. This paper puts forward the principles of network governance based on the theory of complex adaptive system.
