摘要
在推进应急管理体系和能力现代化的背景下,基层应急管理需要从“组织—结构”维度的响应逐步转变为“主体—功能”维度的适应,以应对日益复杂的应急环境与需求。Y街道新冠肺炎疫情防控的案例研究显示,组织、能力与技术维度的响应在一定程度上完成了不同阶段的应急任务。随着疫情防控情况的变化,Y街道多元主体基于应急实践,自主学习和创新适合本地应急需要的思路与方法,逐步形成了具有复杂适应导向的应急管理机制。实现从简单响应到复杂适应的基层应急管理,需要加快完善已有响应体系,树立复杂性观念,锻炼适应性主体,不断增强复杂适应性,提高基层应急管理的现代化水平。
In the context of advancing the modernization of emergency management systems and capabilities,grass-roots emergency management needs to gradually transform from the response of the“organization-structure”dimension to the adaptation of the“subject-function”dimension to cope with the increasingly complex emergency environment and needs.The case study of Y Street’s COVID-19 prevention and control shows that the organization,ability and technical dimensions of response have completed the emergency tasks at different stages to a certain extent.With the changes in epidemic prevention and control,based on emergency practice,the multiple subjects of Y Street independently learned and innovated ideas and methods suitable for local emergency needs,and gradually formed an emergency management mechanism with complex adaptation orientation.To achieve grass-roots emergency management from simple response to complex adaptation,it is necessary to accelerate the improvement of the existing response system,establish the concept of complexity,exercise adaptive subject,continuously enhance the complexity of adaptability,so as to improve the modern level of grass-roots emergency management.
