科技人才评价改革的实践与思考——以中国农业科学院为例 被引量:6

Practice and Reflections on the Reform of Scientific and Technological Talent Evaluation——Taking the Chinese Academy of Agricultural Sciences as an Example

摘要 党的十九届五中全会提出“要健全以创新能力、质量、实效、贡献为导向的科技人才评价体系”。本文梳理了我国科技人才评价不同阶段的评价导向,分析了现阶段人才评价存在的问题,结合中国农业科学院对科技人才评价工作的探索和实践,从人才分类、评价标准、评价主体、评价方法、评价周期和结果应用等方面,提出了科技人才评价改革的建议。 The Fifth Plenary Session of 19th CPC Central Committee of the Communist Party of China proposed that"it is necessary to perfect the scientific and technological talent evaluation system guided by innovation ability,quality,effectiveness and contribution".This paper systematically sorts out the evaluation guidance of different stages of scientific and technological talent evaluation in China,and deeply analyzes the problems of the current stage of talent evaluation.Combined with the exploration and practice of scientific and technological talent evaluation by the Chinese Academy of Agricultural Sciences,this paper puts forward some suggestions on the reform of evaluation of scientific and technological talents from the aspects of talents classification,evaluation standards,evaluation subjects,evaluation methods,evaluation cycles,and application of results.
