摘要
十九届四中全会提出,全面推进依法治国,坚持依法治国、依法执政、依法行政共同推进,坚持法治国家、法治政府、法治社会一体建设,并对建设法治政府,推进依法行政,严格规范公正文明执法做出重要部署。由此,一个倚重法律人的时代到来。当前山东省滨州市建立了独具特色的党政一体法律顾问制度,取得了良好效果,同时也出台了《滨州市人民政府法律顾问工作规定》,明确规定政府法律顾问的职责、程序等,使法律顾问工作进一步制度化、规范化。但也面临职能定位不准、运行机制不健全、选聘机制不规范、作用发挥不充分等挑战。因此,需要从明确定位、健全机制、提高认识等方面积极探索完善法律顾问制度。
The fourth plenary session of the 19th Central Committee of the Communist Party of China proposed to comprehensively advance the rule of law,jointly promote the rule of law in governance and administration,and promote the integrated development of a country,government and society under the rule of law,and important plans has made for building a government under the rule of law and strictly regulating,regulating,impartial,and civilized law enforcement.Thus,an era of reliance on the law has come.At present,Binzhou has established a unique legal adviser system integrating the Party and government,which has achieved good results.In addition,the Regulations on Legal Adviser Work of Binzhou People’s Government has also been issued,which clearly stipulates the duties and procedures of the legal adviser of the government,so as to further institutionalize and standardize the legal adviser work.However,it is also faced with such challenges as inaccurate function positioning,imperfect operation mechanism,irregular selection and employment mechanism,and inadequate role play.Therefore,it is necessary to actively explore and improve the legal adviser system from the aspects of clear positioning,sound mechanism,and raising awareness.
