摘要
全面推行政府法律顾问制度,要求改革既有制度,由虚职向实权转化,以提升政府法律顾问的影响性;由补救性向预防性转化,以扩大政府法律顾问的作用空间;由兼职向专业化和职业化转化,以提升政府法律顾问意见质量。
In order to comprehensively implement the government legal counsel system,it is necessary to reform the system. First,the government legal counsel should be changed from a titular position to a real-power position,in order to increase the influence of the position. Second,the function performed by the government legal counsel needs to be changed from a remedial one to a precautionary one,in order to expand the function of the position. Third,the government legal counsel should be changed from a part-time to a full-time position,in order to improve the quality of the service by the holders of the position.
