摘要
改革开放以来我国经济高速发展,但环境却遭受到了严重的破坏。党的十九大报告指出,我国经济已由高速增长阶段转向高质量发展阶段,必须贯彻绿色发展理念实现可持续发展。因此,研究我国绿色生产效率具有极强的现实意义。以2008—2017年十年的数据为基础,对中国30个省(区、市)的绿色生产效率进行测度,研究发现大部分省份的绿色生产缺乏效率,且东部地区效率最低。利用SFA分析环境变量对绿色生产效率的影响发现,各省份效率的失真主要受到管理无效率的影响,在剔除环境变量的影响之后,各省份的效率都有了不同程度的上升。最后通过空间杜宾模型估计得出,地区生产总值对本地区绿色生产效率和周边地区的绿色生产效率都具有一定的正向影响;政府一般预算收入对本地区绿色生产效率具有正向影响作用但不显著,对周边地区的绿色生产效率具有显著的负向影响;外商直接投资对本地区的绿色生产效率具有显著的正向影响,但对周边地区的溢出效应效果非常微弱;城镇化率对本地区和周边地区绿色生产效率具有显著的负向影响作用。综合以上分析,本研究认为,各省份应当协调发展、制定规划以避免造成部分区域的效率提升但整体效率下降的情况。
Since the reform and opening up,China's economy has developed rapidly but the environment has deterioratedseriously.The report of the 19th National Congress of the Communist Party of China points out that China's economy has shifted from a high-speed growth to a high-quality development.China should implement the concept of green development to achieve sustainable development.Therefore,the study of China's green production efficiency has a strong practical significance.Based on data from 2008 to 2017,this paper measures the green productivity of 30 provinces and cities in China.The study finds that green production is inefficient in most of provinces and the least efficient in the east region.Using SFA to analyze the impact of environmental variables on green production efficiency,it is found that the distortion of efficiency in each province is mainly affected by management inefficiency.After removing the influence of environmental variables,the efficiency of each province has increased to varying degrees.Finally,through the spatial Dubin model,it is estimated that the GDP has a positive influence on the green production efficiency of the region and its surrounding areas.The government's general revenuebudgethas a positive but not significant effect on the green production efficiency of the region while having a significant negative effect on the green production efficiency of the surrounding areas.Foreign direct investment has a significant positive impact on the green production efficiency of the regionbut the spillover effect on the surrounding areas is very weak.The urbanization rate has a significant negative impact on the region and its surrounding areas.Based on the above analysis,this studysuggests that all provinces and cities should coordinate development and make plans to avoid the situation in which the efficiency of a region has improved but the overall efficiency has decreased.
