摘要
波特假说认为政府实施适当的环境规制可以激发被规制行业的技术创新,进而在环境保护不断加强的同时提高产业国际竞争力。那么,对于现阶段的中国工业行业来说,政府设计的环境规制政策有利于工业行业的技术进步吗?利用DEA法计算了2005—2009年间我国30个省工业行业的技术(TFP)及其分解项技术变化和技术效率,并用工业污染治理投资额来度量环境规制程度,对环境规制程度与技术进步的关系进行理论梳理和实证检验,发现和论证了:(1)2005—2009年我国30个省工业行业环境规制促进了技术进步;(2)我国工业行业环境规制程度对技术变动的影响为负,但对技术效率的影响为正。最后,针对分析结果提出了相应政策建议。
The Porter hypothesis thought that the suitable environment regulations can stimulate the industry to innovate, and then the industry can enhance the industrial international competitiveness while strengthening the environmental protection unceasingly. So regarding the present stage of Chinese industry, can environment regulations policy promote the technolagy advancement of the industry? The paper estimates TFP of industrial data of Chinese provinces from 2005 - 2009, decomposes it into 2 parts: technical change and technical efficiency, and measures the environment regulations degree with the government input to govern industrial pollution. Then the paper carries out regression analysis between TFP and environment regulations degree. The main results show that ( 1 ) environment regulations promote technology advancement of the industries of 30 provinces from 2005 - 2009 ; (2) the environment regulations degree influences technical change negatively, but influences technical efficiency positively. In the last, the paper gives some policy suggestion based on analysis results.
