摘要
在中国企业参与国际垂直专业化分工的过程中,存在污染工序的转移问题,但鲜见有学者基于这一新型国际分工背景探讨环境规制会对绿色全要素生产率带来何种影响。为了对此进行研究,本文利用SBM模型测算了中国2002-2010年27个制造行业的绿色全要素生产率,并以面板数据实证检验了国际垂直专业化过程中加强环境规制对绿色全要素生产率的影响,最后考察了环境规制影响绿色全要素生产率的行业差异性。研究结果表明:①环境规制强度与制造业绿色全要素生产率整体上符合"U"型关系,即环境规制强度由弱变强,将对绿色全要素生产率产生先削弱后提升的影响;②环境规制强度对绿色全要素生产率的影响在清洁型部门与污染密集型部门存在一定的差异性。因此,适度加强环境规制强度,采取灵活多样的环境规制形式,不仅有利于保护环境,而且利于促进技术创新,提升制造企业的绿色全要素生产率。
In the process of Chinese enterprises participating in international vertical specialization, the polluted task may be transferred from the developed countries to China. But few scholars have analyzed whether environmental regulation could affect green total factor productivity (TFP) based on the perspective of new international division of labor. In order to analyze this issue, this paper measures green TFP in Chinese 27 manufacturing industries from 2002 to 2010 by applying the Slacks-based Measured ( SBM ) approach, and examines the influence of environmental regulation intensity on green TFP of manufacturing enterprises when they were involved in the process of international vertical specialization, and at last we test the industry disparity of environmental regulation intensity on green TFP. The results show that:(~there is a U-type relationship between the intensity of environmental regulation and manufacturing green TFP on the whole, which means the initial weaker intensity of environmental regulation weakens green TFP, however, with the increase of intensity of environmental regulation, the rate of green TFP gradually increases; (~)there is a certain difference of the impact of environmental regulation on green TFP between cleaning departments in pollution intensive departments. Therefore, moderately increasing the intensity of environmental regulation and adopting various flexible methods of environmental regulation can not only protect the environment, but also promote technical innovation and enhance China' s manufacturing enterprises' green TFP.
