摘要
以湖南省美丽乡村建设为例,对美丽乡村建设与乡村振兴的耦合互动关系进行分析,认为美丽乡村建设能够在产业发展、乡风文明、社会治理等方面促进乡村振兴战略的实施。对湖南省美丽乡村建设的积极探索进行梳理,指出当前湖南省推进美丽乡村建设过程中存在政府主导有余,群众参与不足;区域发展不均,点面差距较大;资金缺口较大,缺乏产业支撑;规划难以落实,缺乏建设标准的现实问题,并从科学制定规划,注重合理衔接;增强造血功能,保障资金支持;坚持以点带面,实现整体推进;激发村民热情,发挥主体作用4个方面提出相应的解决对策。
Taking the construction of beautiful countryside in Hunan Province as an example,this paper has analyzed the coupling and interactive relationship between the construction of beautiful countryside and the revitalization of countryside,holding that the construction of beautiful countryside can promote the implementation of the rural revitalization strategy in the aspects of industrial development,village culture and social governance.After reviewing the positive exploration of beautiful countryside construction in Hunan Province,this paper points out the practical problems existing in promoting the construction of beautiful countryside in Hunan Province,such as excessive government dominance,insufficient villagers participation,unbalanced regional development,relatively wide disparities between areas,serious funding deficiency,lack of industrial support,difficulty in implementing plans and lack of a set of standards for beautiful countryside construction.The corresponding solutions were put forward from the aspects of making scientific plans,paying attention to rational connection,fully achieving internal potential and enhancing the capability of independent development,ensuring financial support,insisting on the guiding role of pilot villages and realizing the overall advancement,stimulating the villagers’enthusiasm for playing their biggest roles.
