摘要
间断的平衡,而非僵化的稳定和墨守成规,是我国高校毕业生就业政策变迁的基本样态。基于"间断-平衡"理论的分析框架,制度结构、价值取向、有限理性决策等因素变化以及政策子系统与宏观政治系统的有序互动,规约了我国高校毕业生就业政策变迁连续性与非连续性关系的历史逻辑,为在一定理论范围内预测就业政策变迁,以及重大变迁发生后如何高效把握政策中应该被加强的或被质疑的部分,解决高校毕业生就业政策中存在的长期累积性难题提供了政策连续性、适变性和科学性层面的指导建议。
The intermittent balance,rather than rigid stability and rigidity,is the basic pattern of the change of employment policy for college graduates in China.Based on the analytical framework of Punctuated-equilibrium theory,the change of institutional structure,value orientation,limited rational decision-making and the orderly interaction between policy subsystem and macro political system,has regulated the historical logic of the continuity and discontinuity of the change of the employment policy for college graduates.It not only provides a reference for predicting the changes of employment policies within a certain theoretical scope,but also for grasping the parts of policies that should be strengthened or questioned after major changes.Coincidentally,it also provides policy continuity,adaptability and scientific guidance and suggestions to solve the long-term cumulative problems existing in the employment policy of college graduates.
