我国残疾人集中就业政策变迁历程、逻辑与展望被引量：11

Process,Cause and Prospect of Changes in the Policy of Collective Employment for the Disabled in China——Based on the Punctuated Equilibrium Theory

摘要残疾人集中就业政策对于促进残疾人就业、保障社会经济稳定发展至关重要。本文基于间断-均衡理论分析框架,梳理1956-2020年我国残疾人集中就业政策的变迁历程,从制度结构视角分析政策变迁的内在逻辑,并对政策未来变革进行展望。研究发现:我国残疾人集中就业政策经历了"保护扶持"、"放开搞活"、"放管结合"和"统筹完善"四个阶段;政治经济体制改革、中央和地方政府创新、政策型社会问题生成是推动政策变迁的驱动因素;增强政策内容系统性与适变性、确保政策过程科学性、保持政策发展稳定性是我国残疾人集中就业政策的未来走向。研究不仅为残疾人集中就业政策变革提供了参考依据,还能为间断-均衡理论研究中国化提供有益启示。 The policy of collective employment for the disabled is very important for promoting the employment of the disabled and ensuring the stable development of social economy.Based on the theoretical analysis framework of the punctuated equilibrium theory,this paper combs the process of the policy of concentrated employment for the disabled in China from 1956 to 2020,analyzes the internal logic of the policy change from the perspective of institutional structure,and looks forward to the future change of the policy.The results show that:China’s employment policy for the disabled has gone through four stages of“protection and support”,“opening and invigorating”,“combination of release and management”and“overall improvement”;The reform of political and economic system,the innovation of central and local governments,and the generation of policy-based social problems are the driving factors of policy change;The future trend of the policy of concentrated employment for the disabled in China is to enhance the systematicness and adaptability of policy content,ensure the scientificity of policy process,and promote the stability of policy development.The study not only provides theoretical support for the reform of the policy of collective employment for the disabled,but also provides useful enlightenment for the Sinicization of the punctuated equilibrium theory.
