摘要
在传统福利模式下,我国实行保护性的集中就业与市场化的分散就业相结合的残疾人就业模式。由于机能受损、心理受挫和行动受阻等多重因素的作用,无论是保护性就业还是市场化就业,残疾人经济能力和社会地位改善十分有限,而福利依赖度增强、自我效能感下降等现象却非常普遍。劳动权是每个公民的基本权利,就业是弱势群体融入社会的关键,在积极福利思潮的影响下,残疾人就业政策发生了重大转向,并通过扩大就业空间、加大能力开发和培育社会组织等政策实践实现残疾人的增能赋权。
Under the traditional welfare mode, there are two kinds of employment in our country, one is protective employment and another is market oriented employment. Due to impaired function, psychological frustration, environmental constraints and other factors, the economic status and social status of the disabled is often improved very limited, while the phenomenon of the welfare dependence and the decline of serf-efficacy is very common. The right to work is the basic right of every citizen, employment is the key for the disabled groups to social integration. Under the influence of positive welfare thoughts, the employment policy for the disabled has changed a lot. Through expanding the employment space, increasing the ability development and nurturing social organizations and other policy practices so as to achieve the empowerment of the disabled.
