摘要
结合史密斯模型,将高校毕业生就业政策的执行过程分为政策制定、执行机关、目标群体、环境因素和理想化的政策五个方面,提出基于史密斯模型的高校毕业生就业政策的执行过程模型。同时,对执行过程进行问卷调查,指出执行机关、目标群体和环境因素对高校毕业生就业政策执行过程的影响较大,并提出相应的政策建议。
In combination with Smith' s model, the implementation process of employment policy for college graduates is divided into policy formulation, implementation agencies, target groups, environmental factors and ideal policies, these five areas. The imple- mentation process model of college graduates employment policy is proposed based on Smith' s model. Meanwhile, a questionnaire survey of implementation process is conducted, which points out that the implementation agencies, target groups and environmental factors have greater impact on employment policy implementation process for college graduates and the corresponding policy recom- mendations are put forward.
