摘要
收入分配制度是基本经济制度的组成要素,是经济体制改革的重要内容。中国收入分配制度改革是在社会主义初级阶段的实践探索中不断调整与革新的过程。经历从平均主义的按劳分配,到按劳分配为主体,多种方式并存的演进过程,并取得了显著成就:有效缓解了贫困问题,扩大了中等收入群体的规模,显著提高了国民收入水平,逐步缩小了收入差距。在收入分配制度改革进程中积累了丰富经验:遵循生产力与生产关系发展的内在规律,顺应经济体制改革需要;始终坚持按劳分配的主体地位,不断发展完善按要素分配的体制机制;围绕经济发展与社会稳定的良性发展目标,动态调整效率与公平的关系;积极吸收借鉴他国经验,不断发展完善"中国特色"收入分配制度。
The income distribution system is a constituent element of the basic economic system and an important content of economic system reform.The reform of China’s income distribution system is a process of continuous adjustment and innovation in the practical exploration of the primary stage of socialism.In the evolution from egalitarian distribution according to work to distribution according to work as the main body and multiple ways coexisting,significant achievements have been achieved,namely,effectively alleviating poverty,expanding middle-income groups,significantly increasing the level of national income,and gradually shrinking Income gap.Rich experience has been accumulated during the reform of the income distribution system:follow the inherent laws of the development of productive forces and production relations,and meet the development needs of ownership;always adhere to the dominant position of distribution according to work,and constantly develop and improve the system and mechanism of distribution according to factors;the benign development goal of income distribution dynamically adjusts the relationship between efficiency and fairness;actively absorbs the experience from other countries to continuously develop and improve the income distribution system with Chinese characteristics.
