摘要
非洲国家治理方面的“殖民遗产”并非抽象的、非历史的僵化概念,而是在非洲殖民地经历中产生的。非洲的殖民地国家呈现出专制性、外倾性以及力量有限性等基本特征,这些特征深刻影响了殖民统治政策,并且对于当代非洲国家治理产生了深刻影响,导致独立后的非洲国家恩庇主义特征明显、社会与国家缺少有机联系、社会碎片化以及殖民“发展”理念持续产生消极影响。“殖民遗产”严重影响和制约了当代非洲国家的治理,与此同时,非洲民族国家也并非消极地接受这些影响与限制。“殖民遗产”应当被置于更长的非洲历史进程之中来理解,它只是影响当代非洲国家治理的结构性因素之一。近年来非洲国家日益增强的自主发展意识在持续地消解着“殖民遗产”的负面影响。
The“colonial legacies”in the governance of African countries are not abstract,non-historical,rigid concepts,but has emerged from the African colonial experience.The nature of colonial countries constitutes a key“colonial legacy”of contemporary African governance.The authoritarian,extraversion,and limited power of African colonial states have profoundly affected colonial domination policies and have profound impacts on the governance of African countries in the post-colonial era.It is mainly manifested in the characteristics of the African nation-state’s patrimonialism,the lack of close connections between the states and society,the continuation of colonial development ideology in the post-colonial era.“Colonial legacies”have profound impacts on the governance of contemporary African nations.At the same time,African nation-states do not negatively accept these influences and restrictions.“Colonial legacies”should be understood in the longue durée of African history,it is only one of the structural factors that affect the governance of contemporary African countries.In recent years,the growing awareness of self-development in African countries has been continuously eliminating the impact of colonial legacies.
