摘要
推进学前教育改革发展是实现中国教育现代化的内在要求,具有重要的社会民生意义。作为一项庞大复杂的系统工程,发展学前教育事业需要秉持整体性治理的理念,形成政府、市场、社会多方协同的制度合力。本研究立足新时代学前教育事业发展的阶段性特征与任务,论述了以整体性治理理念推进学前教育改革发展的必要性,并从治理内容、治理效果、治理手段三个方面提出了若干政策建议。
Promoting the reform and development of preschool education is the intrinsic requirement for realizing the modernization of Chinese education and is of vital social significance. As a huge and complex systematic social project, the development of preschool education needs to adhere to the idea of holistic governance and create collaboration between multiple parties of the government, the market, and the society. Based on the features of preschool education development in the new era, this study discusses the necessity of promoting holistic governance in the reform and development of preschool education, and points out policy requirements and reform direction from three aspects of governance content, governance effect and governance methods.
