摘要
教育领域中智能技术治理问题日渐凸显,这其中最重要的原因在于多元参与主体在各自利益驱动下的行为没有得到规制,要处理好教育领域中智能技术治理的问题其关键在于各利益相关者行为的调节。为了更好地了解各方观点,本研究从各类利益相关者中抽取典型代表进行访谈,从而发现智能技术治理中的深层次问题,形成教育领域中智能技术治理的四个基本判断与五个典型问题。最后,文章从完善治理规则和明确治理结构、构建多元主体“自律-他律-法律”的参照标准、基于更大范围的教育社会实验生产有效的治理理论三个方面提出了相关建议。
The deep penetration of intelligent technology in education has caused a series of problems. It is urgent to start the governance process of intelligent technology. Through multi-subject interviews,this study explores the understanding and judgment of different types of educational practice subjects on intelligent technology governance in education,and obtains“the Basic Elements Framework of Intelligent Technology Governance in the Field of Education”. There are a series of problems and challenges in implementing intelligent technology governance. For example,there is an urgent need to improve the subject’s understanding and value judgment of intelligent technology,there is a great difference in the attention of various subjects to different governance elements,the improvement of subject’s accomplishment affects the promotion of governance practice,organizational defects limit the improvement of governance structure and governance efficiency,and the limits of self-discipline and heteronomy of multiple subjects are not clear. Based on this,this study proposes the key points for the construction of educational intelligent technology governance system: governance rules and governance structure as the foundation of the governance system,the establishment of“Self-discipline-Heteronomy-Law”hierarchical strategy as the core of the governance mechanism,and the exploration of governance theory through a wide range of social experiments.
