摘要
近年来,我国部分东部省市高等教育体系结构呈现出新的动态和特征:院校增量向中小城市和教育资源薄弱地区延伸;人才培养层次结构重心趋于高位上移;网络教育和中外合作办学成为新兴增长点;学科专业结构调整向战略新兴产业和市场需求度较高行业倾斜;多元、开放和协调发展的高等教育制度体系逐渐完善。这些动态特征,从局部反映了地方高等教育体系结构调整趋势,即调整模式进入以"增量带动存量"改革的新阶段;调整动力向增强市场调节与激发高校内生动力转变;调整方式向中央与地方协同发力、强化地方统筹为主转变;调整重点向普通教育与职业教育双轨并行转变;调整目标向服务全民学习的终身教育转变。面向教育现代化和高教强国建设需要,我国地方高等教育体系结构的调整还要继续强化完备性、内部融通性、外部开放性以及完善治理体制保障。
In recent years,the structure of higher education system in some eastern provinces of China has shown new dynamic characteristics:the number of institutions extends to small and medium-sized cities and areas with weak educational resources;the focus of the personnel training hierarchy tends to move upwards.Network education and Sino-foreign cooperation in running schools have become new growth points.The structure of disciplines and specialties is inclined to strategic emerging industries and industries with high market demand.The pluralistic,liberal and coordinated development of the higher education system has gradually improved.These dynamic characteristics reflect the structural adjustment trend of local higher education system from a local perspective,the adjustment mode has entered a new stage of"increment drives stock"reform.The power of adjustment has changed to strengthen market regulation and stimulate the initiative of colleges and universities.The mode of adjustment has changed to the direction that the central government and the local government make concerted efforts and strengthen local overall planning.The focus of adjustment has shifted to the dual tracks of general education and vocational education.The goal of adjustment has changed to lifelong education that serves all people’s learning.Facing the needs of modernization of education and the construction of a powerful country with higher education,the structural adjustment of local higher education in China should continue to strengthen its completeness,internal compatibility,openness to the outside world and improve the guarantee of its governance system.
