School Cluster Development: Theoretical Breakthroughs and Practice Choices

摘要 随着民众对“公平而又优质”教育需求的增长,原本把学校个体作为独立办学单元的理论思路,在激发学校办学主体功能的同时,也催生了学校办学系统不均衡发展的结果。为此,把学校群落视为一个教育类的道德共同体,通过优势主导和项目驱动的活动方式,采用分布式领导的运行机制,建构学校集群发展模式成为一种需要。在教育实践中,行政主导的学区化办学、行政与专业兼具的集团化办学、专业与民间联合的大学附属学校联盟以及以民间联合为主的优质学校联盟建设,都为学校集群发展提供了很好的实践样板。但是,突破对以学校个体作为独立办学单元形成的理论体系,从学校间的竞争态势过度到学校间的合作趋势,以学校集群发展的模式促成更大规模或者更大区域教育的优质均衡发展,这既是对民众教育需求的回应,也是教育理论建设需要完成的时代课题。 With the increase of the demand for “equal and high quality” education, the original idea of considering individual schools as independent educational units has stimulated the main function of school running, but it also has led to the uneven development of the school running system. To this end, the school cluster is regarded as an educational moral community. Through the advantage-led and project-driven activities, the operating mechanism of distributed management is adopted to build the foundation of the theoretical model of school cluster development. In the educational practices, the action-led district school running, the group-running schools with both administration and professionalism, the alliance of professional and non-governmental university affiliated schools, and the construction of high-quality school alliances based on civil society have provided excellent practice models for the school cluster development. However, it is important to make breakthrough in the theoretical system of school as an independent individual, to transit from the competition situation between schools to the trend of cooperation between schools, and to promote balanced development of high quality education in a larger scale or area using school group development mode. This is not only the response to the educational needs of the people, but also a project to be completed through the educational theory construction at the present time.
